Yes its SO Normal !! Your mother is right
This is actually VERY common - most all women have breasts that are not even or porportioned
**there is a saying that goes for all things in the world there are no 2 things that are just alike perfectly - Even identical twins have differences **
Since you are young they will probably start to even out in a few years
I have this problem myself - since I was a teen
my breasts are almost the same size -but one is shaped a little different and is a bit higher than the other - when I wear a bra -it makes my left boob appear a bit smaller than the right - plus I have scoliosis in my spine (curved spine) so that makes it worse

I have learned to deal with it - though I used to obsess about it
No one else really notices - But I do
So I started using Breast Forms to even out the appearance -
it works quite well and no one ever notices that I am wearing it - even my fiance' cant tell (though he knows about it- he cant tell when I'm not wearing either -LOL)
here is a site with many Breast forms for uneven Breasts - they are not just for mastescomy patients -anyone can use them -some are pricey - I get the ones that are under $50
http://www.parkmastectomy.com/Merchant2/merchant.mvc?Screen=CTGY&Category_Code=PARC

When you get older...
If one breast begins to get larger & one stays signifcantly small - talk to your Mom & Dr. about this - if it becomes a problem for you -you could consider getting your breasts augmented to be the same size - I had a friend who did this -only because the difference was so severe (right side 32A- left side 44D )
She was glad she did - but keep in mind -any kind of plastic surgery has risks - and her Dr. advised her to get them re-done every 6 to 8 years or sooner if problems arise -So this solution could get very costly & risky

But I'm sure since you are still young your Breasts will even out - cause you are still maturing

if you aren't convinced that its normal - start noticing other women - & you will see they have the same problems with breast uneveness
also do a search on it to find more options on what you can do about it & talk to other women in forums that have the same issues
You can even get a Professional Bra Fitter to make you a Bra specifically to fit you and even out your breasts - though this can be very Pricey as well ( I had one made years ago- Cost me $75.00 -but so worth it - I had her make the straps convertable so I could wear it with almost anything- I may do it again soon )
Hope this helps

I have the same thing, and I have never met a woman who didn't have two different sizes! If you have larger breasts than your friends, it makes sense that they would be more obviously different, because the weight of your breasts pulls them down. If it bothers you, then talk to your mom about those little inserts that feel like real flesh, putting one in the smaller side might make you feel more symmetrical, and not feel like everybody is staring at you and saying things they aren't! One thing you should know is that if people were talking and thinking about you even half as much as you think they are, then when would they have time to do anything else? Everyone thinks people are talking about them or making fun of them or staring at them, and it is almost never true! Take a breath and take it easy. Think about it, Julie may think she has the hugest nose, and you may barely notice it is bigger, and Susie may thing she has a gigantic forehead, but to you it may look normal! We all have something!!!

It is completely normal for one breast to be bigger than the other. Chances are pretty good though that you are the only one who notices that one is bigger than the other. But if there is more than a cup size difference between them you may want to consult your doctor.

Uneven breasts are totally normal. Wear a padded bikini top and remove the pad in one of them.

Yep, dont worry about it. They will most likely even out as you continue to grow. Listen to your Mom on this one.
