It's quite possible he has very poor circulation in his legs. People with diabetes often struggle with poor circulation to their extremeties which can cause slow blood flow, which can lead to clots and other serious complications- infections, deep vein ulcers, etc.

Get your friend to a doctor right away and have them look at it. It's possible the doctor will put him on some anticoagulants to increase blood flow. If he doesn't get this looked at soon, he could develop a serious infection, lesions, etc. that can result in him having to have his legs amputated.

If this has somewhat suddenly started, he needs to go to the Emergency Department at a local hospital. The pain may be simply due to arthritis or "diabetic neuropathy," but the description of swollen/black legs is VERY concerning from vascular disease. This needs to be evaluated to make sure there is still blood flow going to the feet and lower legs. If the color change and swelling is new (like, in the last week or more recently than that), go NOW to an emergency department.

several things come to mind
diabetic neurophathy can be relieved with medicines
poor circulation will need to be diagnosed (dark coloration)
arthritis (pain is when moving joints?)
better look into good diabetis control for this person and be aware of the potential for diabetes in the rest of the family

This person needs to get to a hospital ASAP. If he does not get checked he risks having his legs amputated.
I'm not a doctor and I don't think you should limit the postings to just doctors because I hate to say it but not many doctors are going to get on Yahoo just to answer folks like your questions.

PLEASE take this person to the doctor or emergency room immediately. The combination of diabetes and a blackish color is not a good one.

well I've got to tell, it's probably not to late to save his legs, if he gets medical attention immediately. This is a common problem with older people and diabetes, and sometimes a blood thinner will help with this, but often times they end up amputees..
