according to the PNAC, it was a necessary evil to have a "new pearle harbour" in the form of 911 to give a pretext to further their goals .... starting with the invasion of iraq and setting up a permanent US military base in the middle east ... but i guess its all dependent on your perspective to what a "necessary evil " is ....
