Good, honest question! But sorry, I have no answer to that. I do know most Cambodian men and women are quiet and reserved. I have a question for you though, if you don't mind?
Why did you feel the need to start your questions with the words "I am white"?

You can't , it's the nature of the beast . I am American Indian and white. I am married to a filipina. I am a talker, not she.
I am supposing you want him to talk about intimate and emotional things.
I've never been able to get my wife to discuss such things , it's been 21 years. she can talk if she's complaining with no off button.
But to speak of love ......
It is hurtful and something important is lost. there is a spark in me that now lays dormant because of this.
You might try getting him to talk about his home and growing up. It will be easier for him. become the listener and maybe he'll open up.

talk to him in cambodian. and if you fell in love with him while he was quiet then that's just something you accept. perhaps tell him you want to learn cambodian.. find something in common that will draw you closer

This isn't intended to sound rude, but didn't you know he was quiet when you married him? If that was a big issue with you it would have been wise to think about it before you got married. He may never be more talkative than he is now. If you love him, you'll accept him for himself.

i replaced into 24. Now, I did have relationship in the previous that - i'm no longer some wierdo! lol, yet I in elementary terms rather enjoyed the guy I met whilst i replaced into 24. Know about his culture and try talking about it. Try to learn his language. He would be enthusiastic in teaching his language. Try to learn what he did back home. I am sure you know it but try to know about it in detail. May be he is not feeling comfortable in English. If you learn his language, you can probably communicate better.
