What communist city to do you live in? I don't know anywhere that you would need a permit for a rifle

there is no Federal requirement of a permit for a rifle, i do not know of any state that requires one either. there are places where some rifles need to be registered when you purchase it.

You need a permit for a hand gun ... for a rifle, the only other thing to get is a valid Hunting Lisence. (Though it's not required.)
