I know Nevada gives its students free tuition to state colleges if they have a certain GPA when they graduate. I also think Minnesota is trying to arrange such a program.

florida does if you are a resident and in high school you meet certain qualifications like GPA/ test score/community service.

California is a good deal, not free, but very cheap for residence.
Brigham Young Univ. in Utah is free...but you have to be a Mormon.
