My girlfriend is a physicians asst, and works for a famous Beverly Hills Dr. (frm one of the dr's on Dr. 90210) - They recommend bleaching creams. Go to a local dermologist and ask for the best bleaching creams around. Will vary in cost ranging from $30.00 to 1-2 hundred bucks. Stay out of the sun.
That is what Michael Jackson uses. Trust me.

I would have to say laser treatments or microdermabrasion. Those would probably be the best, but Ponds and Oil of Olay sell good products for those who can't afford these treatments. Good Luck!
