My favorite boots/mini look is a denim mini and cowboy boots. It's sexy without being too trashy. If you're wearing, boots, a mini, AND a cleavage-enhancing top, that's slutty. The rule is balance. For example, if you're wearing a sexy skirt (and boots) wear a sweater, turtleneck, or even casual tee. That's not slutty, that's sexy!

depends on your age. depends on if the short skirt is tight and has a slit up the side, or if your pants are showing, or if you can't sit down properly in it. Could also depend on what top you are wearing. You should be wearing those tall boots with a somewhat full skirt. Check the style catalogs.
After you've checked all that and your outfit is ok, then the person saying it looks slutty might just be more conservative in their style choices. You certainly don't want to wear that outfit around them if they don't approve.

Well i have a tight denim skirt and boots that come up to my knees that i love to wear! I think it really depends on what top u wear w/ it on whether u look sexy or slutty. but no matter what u'll always have a few people that may try to say ur slutty

It depends on how much you weigh. An extremely skinny girl with very little curves would probably look cute as heck in it. But if you've got curves too boot you want to avoid it. Also, check your age.....If you are under 18 you don't want to attract men. So be careful what ya wear. Also, if your friends are telling you ...you look slutty in it...or your parents....I would listen b/c they love you. Without a picture of what you are wearing it is really kind of hard for us to say for sure. So, listen to your friends.

umm depends how short the skirt is and how low or high the boots r.. if ur wearing a short skirt wit long boots its considered slutty unless ur wearing a kiddy shirt lol

if they are stiletto boots then maybe.it all depends on the top.if the skirt is short then the top has to be somewhat conservative and classy. if the short skirt is worn with some type of mukalak boot, or snow boot,no it definitely doesnt look slutty,but cute.

yes if they are hooker boots with a booty-short skirt. ive worn cowboy boots with a short skirt and it didnt look slutty (at least i dont think so)

Depends on what kind of boots they are. If they look like combat boots, no. However, if they've got a long heel, and go up to your knee, yes.

It depends. If the boots are leather w/ a heel I think it does, but if you wear winter boots (a certain type) that actually looks really good.
