jackets that come "in" at the waist and have shape to them, dresses that have their waist higher up (like right under the chest) and then flow out,horizontal stripes, babydoll tops if they flow out in the stomach area, pants that have a straight leg

There are a lot of "peasant/bohemian" looks out right now, with gathering and ruching that are very flattering on a thin frame. Look for ruching and gathers that hit around the bustline to emphasize the curves that you do have. Loose, kimono-type sleeves will hide your thin arms, but they're very comfortable. My sister is very small, like you, and she has a hard time finding clothes that fit right. You may want to try blousier shirts, or something that's more structured rather than a t-shirt which will just cling. My chest is small and Victoria's Secret makes some great bras that help in that department :-) I also would try wearing flats - I know that sounds silly and off-topic, but heels will only elongate your body, so flats may keep you in proportion more. Certainly, being HEALTHY is most important. You mention that you have tried to buff up and can't, so I assume you're just naturally very thin. If you are physically unable to put on weight as you get older or your body changes (I don't know how old you are, so perhaps this is irrelevant), do ask a qualified physician. Happy shopping!

dont wear black it gives that away .. try wear like cute abercrombie or gap sweatshirts.. that way it looks big on ur body and makes u look smaller
