Say I have an appliance rated at 40A
Since it is 220V - Do I use dual 20A breakers or dual 40A breakers?

You need a 40 amp doublepole Circuit breaker and # 8/3 awg wire minimum. You'll need to seperate the neutral and ground on the appliance, when you install the appliance cord. thats todays code.

you need a 2 poll 40 amp breaker.

you need a double pole 40 amp breaker. It has to fit your panel, so before you get it, write down the kind of panel you have and if it has room for it.
