Yes, most people can. I am very near sighted but my vision is corrected to 20/20 with glasses and contacts. There are a few cases where vision can't be corected to 20/20 with glasses, but it generally means there is something unusual wrong with the person's vision.

No they won't think it is dumb: if you have an eye exam and mention that you are not satified with your vision, they almost always can find a little nearsightedness or astigmatism that could be corrected even if the prescription is pretty weak. But, if the vision problem is slight, it would be a lot cheaper to just get some of the fake glasses (or sunglasses) with the heavy, black frames that seem to be pretty popular right now. You just need to select a shape/style that sort of hides the place where your eyebrows used to be.

Yes, it is possible to be "correctable to 20/20". I have vision at about 20/300 with out glasses (I think), but when I am wearing my glasses or contacts I have 20/15, even better than 20/20.

20/20, 20/100, 20/3590 etc. are not technically correct ways to denote visual acuity, the correct way is to discuss the curvature of the cornea vs. the curvature of the lens necessary to correct the vision. for example, and this is another shortcut, my prescription is -2.50 diopters. with this prescription I can makeout details from 20 feet away that the "average" person could see from 15 feet.
