i was in new hampshire and i passed these huge piles of logs getting waterd. i think i may have an idea but id love to hear some other peoples input.

they do that at timber mills to keep the logs from drying out before they go thru the mill and also for fire protection

I'm going to assume these logs were going to be used for lumber. These logs probably had a high moisture content and if left to dry on their own the outer wood would dry first causing it to crack and split. By carefully watering these logs the moisture content in the logs would dry evenly from inside to out, reducing the amount of splitting, cracking and warping.

They water the loags so they dont dry out. you passed a mill that nodoute makes vaneer and they slice it paper thin if it is dry it shrinks and splits before they can cut it

Maybe to keep them moist so they won't be able to catch fire so easy, just in case?
