This is an at home kinda thing, but it may not be cheap. You can try a moisturizer with alpha-hydroxy acid (AHA). It'll help loosen up the stuff causing the bumps. You may be able to them remove the stuff at home, or you may have to go to a dermatologist to have it professionally removed with a small needle. I know you were looking for at home stuff, but if that doesn't work, this is what I found.

Hi, well i know of one little remedy if you have a baby (infant) use the pamper after they urinate. I have tried it before and it work for me.
