System 32 is where all the windows info is kept relating to apps, drivers and msot other things on your pc. It may be you have a logon script in place to open this.
Right click 'my computer' then select manage. This opens the computer management screen. There is an option 'local users and groups'. Select this and then select the 'users' folder. Find your user name in the right hand pane and right click it then choose properties.
In here it will have a tab with a place to insert logon scripts. If there is anything in there, delete it out

(This is if you are running xp pro anyway)

system 32 is a windows folder were all of the code that runs windows is stored,this can include dll cache,ect
never edit any settings inside this folder,infact anything inside the windows folder
