I swam for over 15 years & have been coaching off & on since. I have been so confused about that rule. I have been in leagues that allow the toes to be above the water & leagues where your whole foot must be under the water.

I did a little research:

According to the NFHS (governing body for high school athletics) website: "Back - feet under/ no curling of toes"
This means that no, you can't put your toes on the gutter. Your feet must be completely under the water.

I would double check with your coach.
