Well I do not know what the slowest is, but I recall VW offered a diesel enginned version of its rather heavy Vanagon in the mid 1980s that took a hair over 29 seconds to reach 60 mph. I understand some of those Eastern Bloc Lada's the Soviet Union's version of a Fiat were also pretty speed challenged.

It depends on your classification of a "car", and whether you mean a current production model, or something from the past.

In Europe there is a sub-car category of "light quadricycle", which has a maximum speed of 45 km/h (28mph) and maximum power of 4kW, for example the Aixam 721 (http://www.aixam.com/index.php?page_id=79&mere_id=49 ) from France. However, according to the European legal definition, this is not a car.

Many early cars, from the end of the 1800s, would have been considerably slower than this.

The slowest current cars & SUVs I can find are:
Land Rover Defender TD5 90kW (130km/h, 81mph)
Suzuki Jimny 1.5 48kW (130km/h, 81mph)
Tata Safari 2.0D 64kW (131km/h, 82mph)
Suzuki Wagon R+ 1.0 39kW (132km/h, 83mph)
smart fortwo 37kW (135km/h, 84mph)

I used to own a Citroen 2CV. Only good down hill with a tail wind. Fun car to drive, but no performace at all.

Ligier diesel auto, it only does about 40 flat out and takes all week to get there

a mitsubushi lancer evo 6 pulling off from a standing start in 4th gear WHY? i hear u ask...

because of the turbo lag from a standing start. my ford fiesta mk3 1.3i could eat it for breakfast if it pulled off in 4th gear
