As far as I know, no college runs Ph.D. curriculum as its regular activity....because Ph.D. is not an examination...its research and only University provides such facility for registered students under guidance of a qualified professor or reader. Colleges, not so much. But most large universities and many smaller ones do offer a Ph.D. in at least one area of psychology. However, psychology is such a broad, diverse field that it's pretty much meaningless to talk about Ph.D. programs unless you specify what area of psych you want to pursue. Clinical? Cognitive? Social? Developmental? In grad school you focus on one specific area and may not get a whole lot of exposure to other subdisciplines outside of your minor. For example, I'm in social psych, but aside from undergraduate coursework and a few colloquium talks, I really don't know a whole lot about clinical. Different psych departments will have their strengths and weaknesses in different areas, so you need to include more information before we can help point you toward some possible programs.

Most universities offer a Ph.D. in Psychology. You select the University for the area of Psychology that you're interested in.

Not one! You'll need a fully accredited university for that. Most should have psych departments. If you're a Yank the I hear Brown has a good psych department.
