Btw, I am not asking whether he meant something else, but what I asked does the word to you refers to "holy war" or "something else" like in the definition below:

They said it was a slip but I don't buy it. Look at the timing and look how how he has acted since. The man is the president of the USA and has the best speech writers and consultants money can buy. In this context the word "crusade" is as offensive as any four letter vulgarity he could have used. If in fact that was the beginning of a "Holy War" then this administration can take full credit for it.

Looks to me like you answered your own question. Bush was not referring to a "holy war," he was making a statement about our commitment and resolve to fight terrorism.

Considering he is from the religious right, the word "crusade" is not a coincidence despite its broader modern meaning.

A Crusade is a galvanizing term targeted at Christians to be on board and support a Christian cause.
