I have no idea of what this plant is... many names for plants and all depending on if it is the Latin or common ones being used in any given region.
BUT, like all plants they have their growing cycles. Watch your plant's cycle and the best time to prune flowering plants is just before they go dormant or just before the dormant period is over - this one is chosen most often.

Wow! These answers! Admitting that they don't know what they are doing and then giving an answer!
First of all, the inferred question should be: "When is the BEST time to prune Loropetalum? Pruning at other times will unlike cause any ill effects. Virtually nothing can hurt Loropetalum.
While a lot of plants should be pruned in the Spring prior to coming out of dormancy, some flowering plants have set their flower buds in the fall. Pruning too early will remove the buds and you would then not have flowers.
You should prune Loropetalum after it finishes blooming in the Spring. If you prune in the fall ("just before they go dormant") you will cut off the flower buds that are set for the Spring.

I've heard that they dont really require that much pruning unless reshaping but they are suppose to be a very hardy plant that can handle pruning at anytime

related to the witch hazel the chinese fringe flower is evergreen and prefers a mild frost free climate and they are good when young but get woody as they grow older so guess when you should prune them ???
