One of the best known "Magnetic Hills" in Canada is in Moncton, New Brunswick.
However, it is an optical illusion.
I have been there several times, and yes when you follow the instructions, it sure seems like the car is being pulled up the hill, but when you park the car and walk the hill you can see what is happening.
If you are in the area it is still worth trying fro the experience.

Yes.
O know one place in the Philippines. In Los Banos, Laguna to be exact. I don't know the scientific explaination but when you go uphill stop your car engine and surely you can reach the summit of the mountain.

Yes Moncton Newbrunswick. I have actually been on it twice.
Drive to the bottom and car returns uphill backwards.
