It sounds an awful lot like a short! Also dangerous! Better have it looked at by a pro ASAP!

Not exactly sure what your question is.. Are you turning on ALL the burners or just one...

At any rate, it is NORMAL for you to put on the stove a pan of something.. turn on the stove and it will become(the burner that is) red and then shut off and later turn red again, etc etc. The burners each have their own built-in thermostat that regulate the heat. If the burner is turn to its HIGHEST level, the turning off and on would be less but more often than now, we do not like to Turn it to the highest level as it is a waste of electricity.

thats how some of them work, then when they cool dowu to a certain temp, they kick back on.
