Most cans can be drained of pressure by turning them upside down and depressing the spray button. You will get a brief spurt of what ever product is in the can (paint, hair spray, etc) and then just the propellant gas will come out.
If you are going to do this, be sure you do it outside because some spray cans use a hydrocarbon like butane as the propellant

I think that it would be alright to put it in the trash. It's legal. If you have any fears, perhaps putting it into a bag with a note of what it is, and putting it on top of the trash may help. I feel that the sanitation department has maybe seen a few other aerosol cans in trash and know how to handle them. Don't worry.

Definitely don't put it in the trash when it's summer time. The heat in the garbage can will cause it to explode. And yes, it is illegal. The feds have probably tracked your ip address down by now and are outside waiting for you. GL, bud.

Depends on what is in the can and how much is in it.
To be safe I would call your city to find there hazardous materials recycling program.
The usually have a place to drop off paint cans and such.
If the can is punctured it can be recycled as scrap metal in your recycling bin...But be carefull this could be hazardous to your health or even cause death.
