a little backgrounder: The Dutch government started handing out needles to junkies so that the spread of diseases like HIV could be cut down (since junkies tended to share needles and therefore sprad the disease through blood contamination) It seems to have worked although I don't know if that's still the practice these days.
I think the practice would have different results depending on where it was done. As for condoms, give them away to everybody. There's already too many of us in the world without unwanted pregnancies.

Who is "we"? I don't have any condoms I want to give away and I have never had any needles, nor would I want them so why would I give them away? If by, "we" you mean the tax payer than the answer is that we already do give away needles and condoms, paid for by your medicaid dedeuction, we also pay for viagra, prozac and anything else the mindless beaurocrats want to buy at our expense! So why not give it to the druggies as well?

Don't you think the authorities need to get serious about stopping the drug trafficking? And perhaps people could dig deep for some morals and stop all this stupid, immoral, dangerous sleeping around?

Yes sure. It cost very little money compare to the cost of treating Aids patients. It does also reduce the suffering of humans.

Why? I don't see how a condom is going to help an addict. I suppose they'd make fine pouches for holding smack or meth.
