scientific claim is something proven based by experiment/ tests and its result. Not by theory.

Well, this can be answered on several levels:

Firstly it is used by the media and politicians because they don't understand the science at all.

Secondly it can be the formulation of a hypothesis by a scientist to explain a phenomenon of some sort.

Thirdly it can be a prediction made by a scientist about things that will happen.

I actually believe that the expression "scientific claim" is sloppy use of science.

A scientific claim is the positive asserted conclusion required to form an accurate hypothesis that meets the scientific standard. The claim must be observable directly or indirectly, demonstrable in some way (mathematically, or physically), falsifiable, and repeatable under the same or similar controls.

Pretty much the same thing as a hypothesis. It's a statement of a 'fact' that's believed to be true, but has not yet been 'proven' to be true.
