For a lawn that size you will need a machine with a land leveller(if the humps and dips are severe) and possibly a mini-digger. A small tractor with a stone-rake will do an excellent job if the humps are slight. To do a lawn that size by hand you want: hand rotivator, steel+plastic rakes, shovels +w/barrows (for the stones) and about 10 friends. I would advise you to contract landscapers for this job, as a lawn that size is suicide.

Personally, I would uplift the turf [hire a turf cutter] and level the soil below, that`s where the real problem lies.

The turf bed needs to levelled out. Look through some gardening books for the method. Especially one with pictures.

I have found several websites, pertaining to your question:

You would proably want to reagrade the yard. Rent a bobcat or Contact a Lanscaper to do it. Buy some real good seed depending where you live . Then the spots that settle diffrent, you can add dirt to. Make sure you use rich soil

the long slow way is to sprinkle black dirt on the low spots, let the grass grow up through it the sprinkle more dirt. If it's way low you can dump dirt on it the add seed. do that in september when it starts to cool off and we get rain. keep it well watered.
