Yes, it is. Men have been known to lactate (accidentally by the effects of medication, as well as purposefully inducing lactation).

Not tryin'a b rude but...What tha H*ll kinda question is that?No u're brest arent real.Tha only time I've heard of a man lactatin is at tha age of an infent mayb 0-2months old.An when that happens if it doesnt stop tha doctor makes it stop.Think'a bout it....

With hormones, probably yes. Males are born with the same breast tissue that females are; it just remains undeveloped.
The question then becomes whether ir not it is a good idea to offer milk to a baby from a body that is pumped with artifical hormones. (Nothing against any TG women- just against giving babies hormones.)

With taking the hormones, yes. The boobs just don't tend to get as big.
