Our body secretes a hormone called anit-diruetic hormone (diurese means to get rid of water). When we are dehydrated, our body secretes this to tell the body to stop urinating off excess water so we can become rehydrated. When we drink alcohol, this hormone is inhibited. Therefore, we may be dehydrated, but we continue to urinate out the fluids.

If you are talking alcohol intake-alcohol is a diuretic and causes increased urine output. Tea does for some people as well. You could drink the same amount of water as beer, and not have the increased output.
