Contact your department of Public Works. If you can't get the job started there, they can tell you what level of bureaucracy you need to start badgering. Unless your city is well run you will have to keep after them until the job ticket has been written. Then you have to keep calling to find out when it's been submitted. It's a sad truth, but the squeeky wheel gets oiled.

Well as I keep saying over and over in many questions, it really depends where you live! For example, down here in Mexico City, I would walk down to the downstairs duplex and talk to my father in law about it, then we would usually drive over to the municipal hall (la delegación) in La Villa, find the person responsible for the drains in our neighborhood and pay him a bribe. Might be different in your town.......

Complain to city halls action center

If that doesn't work call the mayor's office and complain

Those two agencies if you keep calling they will get something done.
