I think you're talking about EVP (Electronic Voice Phenomena). The movie "White Noise" was about it.
Supposedly, if you leave a tape recorder on or listen to "white noise" long enough (like have your radio set to a frequency that's not a station or a tv on a non-broadcast station), you can hear voices.
It freaked me out the first time I heard about it (I believe it's mentioned in the second book of the Exorcist series - or at least it was a Peter Blatty book, if it wasn't part of the Exorcists). I know many people are into it quite heavily and believe it. Part of me wants to try and part of me just says, "Erm, no." I don't know what I'd do if I heard my grandmother's voice.
They've done shows about this on like Montel or something. Somebody claimed to have recorded Marilyn Monroe saying something like, "Wanna see a movie?' I guess some people (like Sylvia Browne) think things like EVP are recordings of conversations from the past - she thinks everything "imprints" on its surroundings. Others think it's people from the other side communicating.

I have heard of this. I think it is low frequency interference of natural cause but sometimes sounds very much like someones voice.

I think they're called psycho phonies, they are sounds that beings in other dimensions or levels of consciousness make and occasionally we people can hear them.

i don't know if this is the same thing, its about people recording voices from hell. i saw this a long time ago, and your question reminded me of it.
the authenticity is probably questionable.
