It is risky and, depending on the country to which you are shipping, involves a bit of paperwork (with Federal Express being the most complicated, I've found). Also, there may be Customs fees on importing electronics. These are all things to be taken into consideration.
I would think that, in the end, you would be better to send them the money and have them buy the item in their own country. Don't forget that different countries use different electrical systems so not every item will work properly in another country.
Again, not knowing where you are shipping from or to makes it difficult to give you the best advice.

It depends on where you want to send it. Depending on where they are, it may actually be cheaper to just buy one there than pay for overseas shipping, which can be quite a lot of money if you want it within the next month.
If you're sending the package to a generally civilized country, it isn't particularly risky, provided you pack it well. Shipping it in its original packaging should be fine.
Again, if they're in either Europe or Japan it could be cheaper to buy one there.
