Because it is a common courtesy to have ATM machines that have brail. Many are located where you can walk up and get your money, not just as a drive through. Because of this, ATM machine makers make their machines with brail. It is cheaper for them to make one model that has brail that is used everywhere than it is to make some with brail and some without. Therefore, you get brail on drive up machines.

Because they are the same machine as is used for walk-up machines. It's not like they set out to design a "drive-up" only machine.

I don't know !! certainly there aren't blind people who drive or are there ?? now that's a scary thought and even if they ride with someone that person can do the task unless they switch seats after getting to ATM
