What a great question! I'd forgotten I wondered about that too! It's funny - my 4-year old tries to tickle herself and is always surprised when she can't ;) Hope you find the right answer!

You can, but it depends on your natural threshold.

I have virtually no tolerance and go into hysterics. Even when being examined (abdominal) in hospital my whole body would shake as I tried to stifle the reaction...

I can't tickle myself much - just a half second twitch & a smile.

Your body is confuses because it is receiving stimulii in two separate places at the same time ie the fingers and the place you are attempting to tickle.

Because YOU control the tickle, and it isn't unexpected, so there's no bodily tension and the 'tickle' won't work.
