If you have to ask, the answer is "not yet".
It is true that in the liberated countries of Europe and North America, half of girls become sexually active before age 16. But the other half do not, and many of those who do are disappointed with the event. Some don't have sex again for months or years.
By and large, people know when it is time to start.
The British Ministry of Health a couple of years ago put out some suggestions on that, including advising kids to start with oral sex as being safer. This was after Monica Lewinsky and Bill Clinton had popularlized it. There was a hue and cry, and I don't think the Health Ministry has repeated its recommendation, but it really was an attempt to recommend safe sex, reduce pregnancy and delay more intrustive activity.
So: there is not any "right" age. I will say this: there is statistical evidence that those who mature late -- in terms of late puberty and late sex -- live longer. I suppose it means that they age more slowly. But it's all genetic.

Age has nothing to do with it kiddo. Not to sound too cliche'ish, but the right time is when you feel comfortable and secure with the person you're with. Don't just pick some random person, it's not worth it and you might just end up regretting it. I know several people who are in their mid-twenties who still haven't found the right person. It's about sharing yourself with someone you love, who isn't there just to sleep with you (as many teenage guys do, and I should know since I was one of them). You want the first person to be memorable in a good way, not memorable as a mistake or regret. Hang in there, that person could be around the corner, the trick is identifying him. When you do, and he treats you with respect and love, you'll know you can make that decision for yourself and be happy about it.

Our social contract says anything below 15 considered ab-normal {by legal marriage). 15-18 is average, 19-27 are ideal. These are through legal avenues which in this case is marriage. Losing virginity before marriage is violating the social contract.

Well I would certainly say don't be a rush or feel pressured to lose your virginity, because it will never come back again. It's best to wait till you meet that very special person then lose it with them.. So wait and don't be in a hurry. lose it when you meet someone worth losing it it with. Your Virginity is a Gift.

It is not about the age, it is about the right person!
Do you really want to lose your virginity just because lots of people at your age have already lost it? Wait for that someone special.
