I have a 86 honda civic and I have to replace the master cyl and the line and fitting is rusted tight to the old master cyl. Is there any way to get the line off with out twisting it off or braking it

They make a tool for this. It's called a "line wrench"
Instead of being open on end, it has a small cutout at the end just large enough to slip over the brake line. Then slide on the fitting.

As you've noticed, when you try to use an "open end" wrench, it just deforms the metal, and slips.
Take the apropriate sized wrench, probably 1\2" down to you local auto parts store and ask them for the same size "line wrench"

They may just loan it to you.

Buy a good boxend type line wrench, get it from NAPA, craftsman or Snap On. Then if you have not already rounded over the corners of the fitting, work it back and forth to try to free it. You can try some Knocker Loose too. If you cannot get it you will need to just break the line and get a new sectional replacement, then hope that it is not rusted at the next fitting. If it is rusted replacing the line is a good idea, it will keep rusting and you will end up with a pin hole in your line.

Spray it with penetrating oil and let it soak for a few hours. Then use a line wrench and turn it slowly. I always keep spraying the line while trying to unthread them. Just go slow or you will need to repair the line or replace it.
