If you mean strong in a power sense, not just physical might, then the most powerful was the Beyonder - his very thoughts were reality.

Unless you start getting cosmic - Silver Surfer, Galactus, the Celestials, Lord Order, etc.

I think Superman. As long as he doesn't come into conact with any cryptonite (is that the right spelling??). Anyway, in strength, I don't think anyone could beat him. Well, maybe Herculese could have a fair chance. But that would probably be an endless battle of strength. They're probably both as strong as the other.
