You can't 'make' someone feel something they don't. Sometimes the most beautiful relationships spawn out of friendships, but this has to be on her time when/if she is ready. Don't keep forcing the issue with her and pressure her or it may drive her away. Good luck, you sound like a sweetheart.

You need to just keep showing her that 'love your neighbor' type of love, and wait for God to act in the way of His choosing. If He wants you to be together, it will happen. Now, there are certain conditions: There should be only two of you (not three or four or five), and you should be of opposite sexes. You have to really put each other first, take responsibility for your lives, your decisions and actions, and make a permanent commitment to each other.
Then, yes, God joins you together in a relationship so close it's not meant to be broken. Which is why it needs to be entered into with intention. Lasting relationships do not happen 'just by chance'. When you do the things I describe above, you spare yourself a lot of temptation and trouble because you focus your mind on what needs to be done to make a good and lasting relationship.
This kind of approach can also do much to allay the fears of your friend, although right at the moment her problem may be that one simply cannot control another person's behavior - only one's own - and she may need to learn to be content with the idea that if she does the above, she's doing the right thing and can therefore have a clean conscience, regardless of what the other party does (in this case, I suppose, that party is you). Which will, from her viewpoint, make the prospect of a breakup much less painful.
But for your part, you need to do everything you can to show her that this is your approach, that she can in fact expect you to be loving and faithful to her.
May God grant you the patience and all else that is needed to love your beloved in a way pleasing to Him.
