If you are referring to the use of cell phones to detonate bombs, DTMF technology isn't even involved. You could use the technology, but it is above most terrorists' intelligence level. (no offense intended to all the terrorist reading this.) And would fall under the catagory of 'overkill' for most terroristic purposes.

All terrorists want is a 'quick and dirty' detonator. I'm not gonna go into detail, but it involves calling the phone to detonate the bomb. Speed dial is the trick. Push one button, on any phone anywhere, and bomb goes BOOM.

It is like asking how to make nitroglycerin or other kind of explosives.
Those who know the answers will keep it to themselves for "proper" use of this knowledge.
