I got interested in your question because I'm a musician by profession. Frankly speaking, there's no other way to play the piano without having one. My advice for you is to find a good piano teacher. With that you will have the double advantage of playing on his instrument and gaining more knowledge not only about piano playing but on music generally. Let me tell you that most of the great masters in the past add problems with their parents with regard to studying music. So, if music is your choice career, and you really want to be a pianist, then, you need to heed the advice I've given you. I'm sure your parents will later see reasons to co-operate with you and help you. Good luck.

Find a place that has a piano that is "open to the public" and use that. Go to music stores that have pianos and try them out. Colleges often have music rooms so if you are near one, try that. You can get a "weighted" full sized keyboard now brand new for under $500, so either go for that, rent a piano, or try the aforementioned suggestions.
