No, the concepts of Natural Law predate worship of God, back to the time of the early Greeks. They are concepts more intuitive to us that religion. Allthough many religious doctrines discuss natural law and the very hierarchy of sins set out by the Vatican was influenced by Natural Law, there is no evidence that I've seen that Natural Law inspired the early church to Create God. The Laws of Nature are really the aspects of humanity that don't interact with God.
