With ISPs, there may be a limit, unless one paid for several accounts. But with web-based services, just open up as many as you like. I've had more than 20 active at a time, and have opened around 40 or 50 with Yahoo or Hotmail.
But that was back in the day and it was fun to do goofy stuff like that, although it's not a bad idea to have a few to use to redirect spam or senders you're not likely to be interested in...
I stick with Yahoo mostly now - and they offer 2 distinct names for a single account. I use the "other" one for my eBay business because it's the same as my ebay ID.

Yes you can have multiple Email address, many ISP's allow you to have 2-5 email accounts so you could setup as many as they allow, as for on Yahoo I have never tried to have more than 1 yahoo account but I do know that you can have a yahoo account, a hotmail account and your ISP accounts, not to mention that you can find many other free email services on the Internet and have accounts there as well.
