Your keyboard is set to US, can you see along the bottom on the right hand side a symbol that says EN left click on it and you can alter which langauge to use.
Otherwise go to Start, Control Panel, Regional and Language Options, Languages tab, Details, click on Add, and select English UK. Once added you can then select the lngauge you want to be default

Now goto the regional options and make sure english UK is selected in both boxes
Now click on advanced and make sure the box at the bottom is ticked (apply settings)
now click apply and ok and restart your computer

In Windows 2000, click on start, settings, control panel, then click on the keyboard icon and select the tab that says Input Locals. Make your changes there and restart the computer, that should fix it.
