England, of course, which ushered in the Industrial Revolution (not single-handedly but the collection of great advances during the 1851 Crystal Palace exposition which followed on the heels of great English inventions is a logical place to start). Following that would be France, then Prussia (there was no "Germany" before 1866), Russia to a much smaller degree (remember they were still running a fuedalistic system until the 1860's) and finally, and even further distant, would be a collection of struggling countries like Spain and Italy (after 1861).

Britain (that everyone knows)
Belgium (strange but it is) Belgium had the first railroad on the continent, very good metallurgic industry especially in Liege, first continental land with spinning material.
France
Germany (some states like Saxony, Bavaria and Prussia but not all)
Austria (in fact mostly Bohemia - Tchechia)
the Netherlands : the where way behind the Belgians. I remember history lessons that said that (when Belgium and Netherland where one country) Belgium was the most industrialised of both (one country between 1815 and 1830)
other countries : Italy maybe seventh place but except in the North there was still not much industry.
Russia : certainly not because they where only coming out of the feodality (even at the first WW there industry was still behind all other countries.
Spain : agricultural country at that moment and rather conservatory to accept new technology

England, Germany, France... may be Spain... Someone wrote Russia... Don't trust on that Russia has an Industrial Revolutin because It's not true... maybe Poland... Austria... but I'm not sure... yeah- Italy... a lot of countries in Europe. I can tell you which countries do not experienced the Industrial Revolution- mine (Bulgaria), and ll others on the Balcan Peninsula and Russia... all other- yes may be...

you can put Belgium in second place behind England because we where the first with a railway on the mainland of Europe nl. in 1835 and also a lot of other industrial revolutions where put fast in to use here. Other countries : Germany, Hungary, Italy
