You're talking about two things.

First, can we use synthetics to duplicate the complexity of an organic neural network. Yes. Maybe not quite yet, but with advancements it's inevitable. They're even likely to surpass it, because of the ability to make larger and more complex networks, with more controlled synaptic gateways, than an organic system can generally sustain. But there's a finite limit, based on both matrix complexity and physical matrix size.

Second, can we go beyond a three-dimensional neural matrix using nano-scale technology. Probably not. Here's the problem.

At the three-dimensional level, there is an inertial consistency imposed by the laws of physics applicable at those levels. It's the tangibility of durable matter that allows that stability and inertia. Once you add additional dimensions, you begin to interact with non-inertial energies that are often in quantum flux. Because those non-inertial energies aren't stable, they can interfere randomly with the electromagnetic or optical connections in the multi-dimensional neural net.

The problem is, current science doesn't have a firm grasp of multiple-dimensional quantum states and the energies involved at those levels. As such, they cannot design proper shielding to protect the neural matrix from signal interference and an non-inertial degradation. It's a simple lack-of-understanding issue, and it's independent of the application being attempted.
