The best nightclub in Las Vegas is PURE at Caesars Palace
You can also celebrate at The Palms, HardRock or Voodoo Lounge atop The Rio
Go to Cheesecake factory for a good meal to start off the evening
Be safe and have a wonderful 21st birthday
Caution, if you are a male stay away from the Strip Clubs (too expensive)

My best friend and I went and had a great time a few years ago, we went to a show and then to some bars and clubs on the strip like Coyote Ugly and Studio 54: http://www.studio54lv.com It was great because we stayed at the Luxor and so we didn't have to worry about driving or getting around since they are all in the same area and there are people movers between some of them. But no matter what you do, have fun!! (Oh, and don't mix drinks like I did on my 21st birthday...ugh :-)

Happy Birthday! Take in a show if you like, take some friends! Go to the Nine Fine Irishmen @ the New York New York, for great food and drink!

you can't go wrong in vegas.... start slow though so you finish the night....
go to the bar on top of the stratosphere and watch the sunset....
go to the hard rock when your buzz is good, sit at the center bar, and take in the good tunes and beautiful music....
go to red square and have a couple high-priced vodka shots while at the ice bar....

...and don't forget to go downtown to Fremont Street and enjoy the free light shows and courtyard entertainment....usually live bands and music by local talent. It's a blast!
