yes. pop-ups are just opening something (picture, etc.) in another web brownser, but just in a smaller window. Try opening 40 browser windows, you'll see it's pretty slow.
Also, if the pop-up contains some moving stuff or sound,it makes your computer even slower.
Basically, the more work you're giving your computer to do, the slower it is/gets.

Yes, they can.
Pop-ups come from 2 sources.
1. They are generated by malware software which is installed on your own computer usually without your knowledge or consent. Removing from your computer all: spyware,adware, trojan horses, and virus' will usually take care of these type.
2. Some are generated by websites that you visit. Basically just a form of very annoying advertising. These are the type that popup blockers such as Yahoo's toolbar or Windows XP Blocker are most effective againest.
Just a couple or so short years ago... most people used a firewall and an anti-virus and they were cool. In todays internet one needs to add an ad/spyware solution or 3! And a anti trojan helps too.

1. Scan for virus and remove (free online scan) with BitDefender

Yes it can as it is information being downloaded and then displayed via YOUR PC's resources...
BUT it is free - nice of them isn't it! Free stuff...
Remember Good Legit sites rely on their paying(called paid advertising) so YOU have free access...
But for those sites promising 'free' goodies and then slipping it to you- may their originators and users ROT IN HADES... too nice to say hell.
And those persitent 'third' party cookies should be called herpes(And may those users creators get herpes)
Try Adaware(lavasoft) it a good free program... so support them if you can.
Slower booting and response time try deleting ALL cookies and history and temp files...
Hopefully your AV(antivirus) installed, running and updated. If not next question should be... I have a virus(es)/trojan etc

2 things make a pc slower
1 you do make sure you call your (isp) or this will happen
is your pc still slow & your internet you have done a full system scan
with your anit virus /anti spyware you even defragmenter your hard drive
done a scan disk but your pc is still slow and your internet is not as good
then you need to check your router it dont mater what router you have
people in the vicinity is on your network
you call your (isp)
GET THIS SET TO DISABLED
(GAMES & APPLICATION SHARING )
it dont matter what router you have you need to get
(GAMES & APPLICATION SHARING ) set to disable
is your router safe?
you need to call your (isp) server
they have to get you in to your router home page
then from there ..copy & paste the router home page
into a notepad then save that to a back up cd
now from there they have to take you to the part
where (GAMES & APPLICATION SHARING ) is
then you click on ( GAMES & APPLICATION SHARING) icon
then at the top of the page on the right your see
configure.. you click on configure
then you .. UN-TICK .. the box ( GAMES & APPLICATION SHARING)
that is ticked there ...
then you click look down the page your see

and then ask them where you set up a wpa-security key dont use a 128bit wep key ask to use a wpa- security that is your router security key and you pick the wpa-security key not your (isp)server . just ask them where you set one up they will say use a wep-key ..ignore them you say your going to use a wpa.key and want to know how to set one up and remember you pick the wpa-key not your (isp)server or they will use your network
now you close off the page

Yes they can. In order to get rid of them and make your computer faster I personally recommened downloading Spybot Search & Destroy and Ad-Aware, they are both free programs and they get rid of everything.
