WTO have not done anough to help developing countries. The so called developed countries decieved the underdeveloped countries into signing trade agreements that allow the developed countries to flood those underdeveloped markets with techonologies which are made in those developed countries in exchange for cheep agricultural products that woth nothing in the international market.

They claim that the underdeveloped countries do not produce standard agricultural products, and they eacourage them to borrow money from them. If these developed countries are honest with themselves, why can't they help them with the actual technology to improve than deciving them with their lip service coupled with loan that double within few years if not months, or leave them alone.

My opinion, encountering all political and financial results: Countries themselves!
WTO is a tool of some strong countries (USA, Canada, Britain, ...) and international groups (Trilateral Committee, Bilderburg, Zionism, ....)
Thus, WTO can not be controlled by medium and smaller countries! But, countries themselves could have governments to protect themselves and their citizens! But, as practice teaches us, the governments of smaller countries are obedient to the larger countries and to extend their ruling periods do not care of their people but extend the interests of the more powerful into their own states!

The WTO shares enormous responsibility in this regard. Controlled by members of the First World, it follows policies to the benefit of Western nations and to the detriment of Third World countries.
Of course, corruption is endemic in the Third World, but, haven't we learned it is inbred within the Capitalistic system itself? Just think of one word: Enron.
While at it, one of the greatest alleviating measures to poorest countries would be debt relief, and that is entirely in the hands of the Western nations.

The WTO itself. Think about it, many of these countries need some sort of investment to survive, the WTO blackmails and bullies them into 'Structural Adjustment'..ie, opening up their markets to cheap European and American goods. Their markets collapse, any local buisness is killed and the country is left in economic depression
