Because in college football there are no restrictions on jersey numbers. As long as the jersey isn't retired they can wear which ever number they want to. Players often wear their favorite number or their old high school number, even if it is already taken. But if you notice on game day, two players with the same jersey number are never on the field at the same time.

Usually the lower numbers are given to quarterbacks, kickers and halfbacks. While it seems that wide receivers get the higher numbers...such as 85, etc. Full backs and linebackers end up with the 30's 40's and 50's... while linemen tend to have 50's through the 70's. However, the length of time and, how long this has been going on....I do not know.

They don't. Each active elegiable player must have their own number on game day. You may have seen practice. There there are a great number of players that don't make game day. Practice squads. But on game day each player, has their own number.
As for the remark about how stupid the players all. In over one hundred, of 117 NCAA football teams the players have a higher over all GPA then the average student. Players have a higher graduation rate. So if players are dumb, then the students are worse.

theres always over 100 players per team.(practice squad,freshmen,injured players,redshirt,ineligible players) so they'd need to repeat the numbers in order to stop from going over 100
