Hello dear!
As every book and personal political stand is his/ her ideology which can be accepted as theory by some group or state and eventually become as the ideology of this group which will try to materialize an improvement using this theory!
This is the Greek Book!
Also, every political, or other, theory is for certain people; can not be materialized to all!
Thus, for the people of Libya and more than half of the nations, it could be great! Others are not ready to accept such conditions, while others are beyond this!
For example, Which nation could use the Republic of Plato or the Democracy of Athens, by Aristotle? None (except, maybe Lichtenstein and Luxembourg!) due to educational and ethical standards and levels!
