Defrag is basically organizing all your data to speed things up on your computer. If your on XP the when you bring up the defrag screen you can click Annalise, this will tell you if you need to defrag that specific volume or not. If your computer doesn't have enough space and you defrag it will tell you at the end the files it didn't do . Ive never heard about running it in the safe mode, that's a new one.

before you defrag, delete all files/programs that you don't need or use any more. than do a disc. clean and then do a defrag, if your hard drive is to full your system will not be able to defrag. The cleanup of your hard drive will help just as much or more than a defrag. as for as realibility goes, if you can't get or find your files you can't use your computer, or if you lose important information, what good is your computer then.

Personally, I would first check to see how much hard drive space u have (my comp.right click C: drive, properties). I would also get into the habit of Defrag at least once a week or even once a day, the more the marrier. Does not hurt and takes less time that way.
Peace

best to do a defrag about once a month
always best to do this in safemode - to get to safemode restart you computer and keep on tapping f5 or f8 then select safemode
when it has started > click start > all programs > assessories > system tools and the disk defrag
hope this helps
