We can lift a laod of 100lb by using 25 lb force with chain and pulley,on the same principele whether we can rotate a machine of 100 H P by using 25 HP motor with chain and pulley,if no why?

Because of drag, or resistance. The chain and pulley going through the air is different than a chain and pulley going through metal - even if it is lubricated.
The pulley you are using is obviously reducing 75% of the force required to lift it. However, to rotate an assembly like a motor or machine requires more simply because there are more parts involved = more resistance.
